They are never quite available to meet
A date is always almost arranged, and then something intervenes — a contract abroad, a hospital, a customs problem. The excuse is never the point; never actually meeting is.
Most dating sites answer this question with a badge and a promise. Here is the actual list, including the parts that are not flattering to us, because you cannot make a sensible decision about meeting a stranger using a page that only tells you the good parts.
Romance fraud is not subtle once you know the shape of it, and it almost always follows the same few steps. None of these on their own proves anything. Two or three together is a reason to stop.

Declarations of love within days, pet names before you have spoken on the phone, a sudden intensity that would be odd in any other relationship. This is the part that is being manufactured.
A blocked account, a medical bill, a parcel held at customs, a business deal you could share in. Any request for money, gift cards, crypto or your bank details ends the conversation. There is no exception to this.

These operations run on exactly that embarrassment.
